To make the front standard vertical again when it is on the outer rail and the bed is dropped. For lenses that focus with the front standard on the outer rail, dropping the bed and making the front standard vertical gives the same effect as front fall. I find this of limited usefulness, there's not enough rise ...

Non.
For me, the only useful movement on my Graphics is front rise, = front fall when the camera is inverted and I'm photographing something at ground level. Using front shift without introducing unintended swing is very difficult, and anyway only small shifts are possible.
The Super Graphic has more movements at the front than the Pacemaker Graphics (Speed, Crown, Century).
